Vancouver council votes not to sanction Mayor Ken Sim after investigation found he harassed councillor

All six members of Sim's ABC party voted on Tuesday against acting on the Integrity Commissioner's investigation findings, while the four opposition councillors, including Orr, voted in favor of sanctions. Sim abstained from the vote due to a conflict of interest.
The investigation centered on actions taken by Sim in April 2025, including a news conference at City Hall and a social media post in which he characterized Orr as antisemitic. Investigator Jamie Pytel found these criticisms violated the council's code of conduct, determining they amounted to a personal attack on Orr rather than a legitimate effort to protect Vancouver's Jewish community.
Pytel recommended that council request an apology from Sim or consider imposing sanctions. However, Sim disagreed with the findings, arguing that his comments were part of his responsibility to "stand shoulder-to-shoulder" with the Jewish community.
Separately, Sim faces a defamation lawsuit filed by Orr stemming from another news conference in which the mayor falsely claimed Orr had distributed drugs on Christmas Day.
